In some areas, like where I grew, there was a sheriff's office that served multiple towns and county areas. We should be able to build Police Complexes for example. Build a police station where the main would be, and then extra stations in different areas to add to a Police Complex. We could have, e.g. four large police stations and call it a Police Complex and count it as one. I would advise adding Clinic as an extension, or as a building complex, to a Ambulance Station.

actually your better off not having what you described, considering you need more stations to get the higher credit calls, just build the stations and name them as appropriate.

I think you can do all of that now with the exception of the clinic extension. Just build clinics in the towns and also next to hospital. The US map seems to show most all hospitals and walk in clinics on them when you zoom in.
It would seem that what you are after is something that provides you with the ability to expand...understandable, but also something that is not going to cost as much.......extension vs new or additional building. Don't think the developers will go down that road. Just my opinion
