SES Flood Evacuation (minor)

The vehicle requirements for the Flood Evacuation (minor) don't match the extension requirements. It asks for 2 comms repeater trailers, when it doesn't even require a Disaster Response extension, while the next mission up (Flood Evacuation (moderate)) only needs one repeater trailer. The requirement for comms repeater trailers should be removed from the Flood Evacuation (minor) mission
