Foam Specialization only spawning national archives fire

One of my foam specialized stations is only spawning national archives fires even though I’ve got the requirements and poi’s for other missions

Now it’s able to spawn train with flammable products as well as the national fire archives. But that’s it. It won’t spawn power plant missions like it should
