50% off new specialisation

The devs have released the new Urban/Rural Specialisations, and in the release message, it says that we can get them for half off. However, they cost 50,000c. So either the Devs haven't applied the discount, or it is 50% off, and they decided to make us pay 100,000c. Whatever it is, it probably needs to be fixed
