I'm not understanding what you are referring too? You got more patients than you expected?
Did you check your credits to see if someone from the alliance sent to this hospital (if you've taxed it)?
I assume you mean it shows "9 out of x people in your hospital", but there is no one in the list of patients.
This is because the patients are on route and not yet arrived.
As to why patients are coming, it is probably because you have shared the hospital with your alliance.
If not, then the patients are probably being automatically transported by the Paramedic Supervisor (or equivalent name in your version of MC)
