the spawn radius is very large, I have 27 tow companies all over LA County and only 2 have the rotator, 1 in Inglewood and 1 in San Dimas I ended up spawning 3 rotator jobs in the Lancaster/Palmdale area after spawning all 280 calls. there were other rotator calls included but those were pretty far out..

So for this it goes based off your extensions and dispatch centers, if you have the dispatch centers set to create own coverage area they will only spawn in those areas. If you don't have them set to that they will spawn in all areas you have stations. I have found this out with my tow depos having only one rotator base spawning them in all areas while I get my others set up
Remind me to never go to Missouri if that is the case. Creates 'siren fatigue and desensitizes people to emergency vehicle lights and sirens, because I can assure you, some operators will make every tow call an 'emergency' so they can play with those 'toys'.
Tow Operators are not allowed to decide when they go Code 3. They can only do so when police requests that they do so. The reasoning behind this is the risk of secondary accidents goes up for every minute traffic stays at a standstill on a highway. A trained incident commander on scene makes the determination of response level, not the tow driver that hasn't even seen the incident yet.
