I don't think it (Rescue Engine) counts as a HAZMAT "unless" you have the personnel educated in HAZMAT. Here is and example I tested. Sent Rescue Engine instead of HAZMAT and you see the results. But it absolutely counts as an engine.

If you have hazmat educated personnel and hazmat equipment payload selected for your rescue engine then it would count.
