Prisoner Transport Count Not Working

There continues to be a problem with prisoner transport count not working. One of today's "events' was to Transport 30 prisoners. As a test I picked 6 missions with "maximum" of 10 prisoners and manually transported six (6) prisoners from one, and several others completed automatically and when I checked the "prisoner" count it was one (1). I realize that the mission lists the "max" so it could be less, but to manually transport and have only 1 out of 5 count?

In the end, I had completed 30 missions listed with a "maximum" of 6 or more patients and my prisoner transport count was only 23..

Brought this up last month and will bring it up again now and probably again until some explains. This morning I completed four (4) police incidents that had a total of 43 prisoners for transport (6,6, 6, 7, 6, 6, 6) and out of those 42 there was only five (5) prisoner transported. Why is this? I realize that it says those numbers are the "maximum" possible, but only 5 out of 43? All of the calls were those that in real life someone is "going to jail"

I use the required number of police cars...

Again this morning... Completed 12 missions each with the "possibility" of 5 prisoners and only got credit for transporting 12 prisoners.. Count in the list of completed missions showed 22 transported
