I split mine by Unallocated / Fire / Ambulance / Police / NHS

I am using mono dispactch center : Police/Ambulance ect ect, like in French server where it works perfectly, they avec between 50 and 120 buildings,
Tried your tip by creating a DC special for Belfast, nothing change,
It looks like Dublin has lots of service type resources, compared to Belfast
That might be the issue
Try this -
Turn off all the stations in Belfast
Let one full game day pass
Turn on only one station, then compare
Repeat for each station type
Personally, I would have two Dispatch Centres, one for Dublin and one for Belfast
By turning off Belfast this also turns off all the stations
As an aside, I turn off all stations when built
I switch only those in the centre, then radiate out
All the stations in the outer perimeter are switched off
Equally, any stations on islands are switched off
