Medical Cycle Responder Selected as an "ambulance" through AARs

As title, i'd expect the medical cycle responder to be dispatched as an RRV not as an ambulance, since it doesnt transport

currently, it doesnt even get selected as an RRV

Assigned staff are not calculated or involved in the ARR system at present, code-wise, and therefore this would make no difference I believe.
