An "MVA Rollover" requires patrol cars and 4 traffic control, yet an "MVA Rollover-Ejection" has possible prisoner, yet requires no patrol cars and either 8 or 16 traffic control depending on the mission. Before anyone jumps down my throat (LOL) I realize you can train fire personnel in Traffic Control, but my point is why are patrol cars required on one and not on the more serious one?
