Got an "Aircraft Accident - Code F" which has a minimum patient count of 150 with a potential max of 250, and yet it spawned with none, attaching a unit to the call also didn't cause patients to spawn. So clearly something isnt quite right here as that is 80% of that missions reward currently missing. I think ive noted it before, but never properly paid attention until now.
Only unit dispatched and attached is that single RP. So no patients spawned
You need to have at least one ambulance station within 15km (or the fire stations ambulance extension turned on), before it will spawn patients on this job

I'll check the next time one spawns, but fairly certain there should be multiple within that radius
