I would say introduce a fire service ATV carrier. Quite a few services have them, including my home county of Derbyshire. It can be quite annoying having to dispatch the HART ATV carrier which can take quite long.

That's a good idea — adding these vehicles to fill the existing ATV Carrier role in-game. It would be nice if they also had additional functionality alongside a wider rework/implementation of wildfire/rural fire missions, but your suggestion seems like an easy win for the time being.
Bear in mind the HART ATV is designed for patient transport. The Fire service ATV is more often designed for wildfire firefighting therefore would not be used in the same role / circumstances
As Whitchit says the HART ATV is designed for patient transport. Any FRS ATV's/Carriers or at least I have seen are specifically designed for wildfires and again as Whitchit has said is an entirely different tole and circumstance to the HART version.
A rework of the Rural Fires is on the table however no timeline or confirmation this will happen.
