Vehicle graphics packs not loading on US computer version

Someone i know plays and on the PC no matter what search engine they use they cant select a vehicle graphic for vehicles but when they play on the phone version they are able to select a vehicle pack. We are unsure what the problem is it doesnt happen to me just him. Any solutions we can try to fix. Thanks

Magically been fixed didnt do anything but open up the settings and then close them and now it shows up
