Make better use of the "stroke centre" hospital expansion

Currently the only mission which uses it is "heatstroke" which i find to be a funny mis-translation from the German devs but 😆 Heatstroke - this should probably be removed lol

I'd like to see some existing missions such as
Transient Ischemic Attack  
Blurred Vision
Facial Droop
One Sided Weakness
Slurred Speech

while alot of these missions are symptoms, with some being FAST positive. It doesn't mean the cause is always a stroke? So i'd like some of them (besides TIA) to be able to use their existing department AND stroke centre, as they can be caused by non-stroke related health issues.

Honestly yeah, alot of misisons do need new departments. would defo like to see updates to them holistically but yeah again that depends on how feasible it is with the devs.
