How many Fire Stations?
How many Fire Stations with Railway extension?

The ratio of Fire Railway missions is about 5% of those with active Railway extension
If you have have 100 Fire Stations, one of which has Railway extension, this generates one for every 2000 missions

A solution to increase this is to build some Railway Fire Stations that are solely for Railway Fire
This is more realistic, Network Rail MDU, although there are not that many
In this building place the RRU and trained staff only
The Fire vehicles can then be moved to Fire Stations

One final solution is to apply the Railway extension to skew the mission generation
I have done this with two Fire Stations, they have no such vehicles or staff, if it is just solely so they generate these missions
I currently have three Network Rail MDU, so in turn this gives me five Fire stations generating these missions
This is about one for every 125 missions

Also do you have any railway policing / BTP? As most the railway fire units, require BTP aswell (and enough actively trained staff)

From what I can work out, you need at least 12 Fire Stations
This gives you one mission

The next tier is 13 Fire Stations
Half of these missions require Railway Police

The next tier is 15 Fire Stations
At this stage you need at least one HART base
