this call needs to be changed to one or two engines the ladder and chief being required is not very realistic at all. now they may be reqiured if the call was upgraded, but not from the start of the call

Really depends where the call is coming from. Commercial or Residential.
-
yes that is true but for this game i really think we could go with 1 engine for this call

If someone calls about smoke, I think the fire brigade would send out more than one engine. If it's an automated fire alarm, then a single engine would be enough, depending on the building.

St. Louis County dispatches 1 engine or 1 Quint to "smoke in the area" calls, a Commercial Fire Alarm calls 2-3 engines/quints and a battalion, residential is the same.

where Im from, chief is usually on scene before engines/other units leave the station so it helps if theres a false alarm/ someone having a cookout, lol

There's no point getting into individual departments.

Was just providing an example. While the call varies with the type of building, (for example a commercial Alarm at a nursing home just called 3 engines/quints, an ambo, and a chief), I would submit that a residential smoke investigation should just be an engine, and a commercial should be 2-3 engines and a chief.
