Ability to change mission speed based on dispatch centre

I suppose the title here is mostly self explanatory. It would be beneficial for players who operate in multiple areas if one area gets busy with calls but another area is lacking.

I see what you mean, it's really bad when your 2nd or even 3rd dispatch center is somewhat recent and you can't handle calls at the speed they came... But you can't just put the speed down too much otherwise you will be killing your income and calls for the other(s) Dispatch Center(s)
