This is very unlikely to happen due to the potential of abuse.

Lets say a player decides to make 20 something accounts and give all the coins to his main account. That is how it can be abused.

Good idea, for the Seven Day restriction. A better way to do it is if you have to wait seven days and the player must get a rank like:
Senior Firefighter
Fire apparatus Operator
Lieutenant
Captain
