make a landing pad an extension to the hospital so only hospitals that have landing pads can have helicopters take patients to it

i agree with this, as im sure either one or two of the NWAS Air Ambulances is based out of two hospitals, on being Royal Preston and one within manchester,

I think he means for helis to land, not to be based at, if it was for a heli to be based at the extension would have to cost 700K and the heli still 300K so it's not a cheap shortcut for HEMS, HEMS is supposed to be a reward not a required unit

This seems like a tremendous waste of money. Additionally, not all hospitals need helipads as some often use playing fields or the like nearby and do the last mile or two by land ambulance.
