For the majority of players from across the pond. RNLI is a lifeboat charity, deployed to those who have got into difficulty in water. UK has a coastguard which is for Search and Rescue.
Being an American game I'm not sure if the Coastguard in the US takes on the role of the RNLI of there is a separate charity or similar that takes on the role?

Essentially, they have further developed skills and equipment than regular paramedics. They specialise in hazardous areas, such as major fires (and will search through smoke with Breathing Apparatus kits), rope rescue, chemical incidents, and mass casualty incidents.

Stranded boats are usually dealt with by local police and fire departments.

I do think seeing more events happening in water is a good idea to take forward, although I imagine it'll be quite a bit of work. The world is 71% water on the face of it, shame not to use any of it.
The US Coast Guard handles the rescues a certain distance off shores in the Great Lakes, Atlantic Ocean, Pacific Ocean, and the Gulf of Mexico using both ships and choppers. Rescue Boats I would love to see, also the ability to add water rescue equipment to trucks and have a separate truck which some depts have. The dept I am starting with covers part of the Genesee River and has a dedicated Water Rescue truck but most depts that perform water rescue have the equipment on their Rescue or Heavy Rescue and some have a boat. ATVs would be a good way to handle Search and Rescue. That's what's used to rescue people from woods here and they are also used for Brush Fires.
To through my two cents in, it would be interesting to just through in say a small SAR boat that can be added to a fire station, then add water rescue as a mission, obviously on a local lake. Where I live in the US, all the fire departments, volunteer and paid alike have small SAR boats for local water rescues.

I think that will be one of the biggest challenges for any open space of water.
MissionChief makes use of routing functions commonly found in GPS/Sat-Nav software, to plot the route for your vehicles to go. That means the issue of negotiation, avoiding collisions with buildings etc aren't a problem as the game can find out where the roads are.
With water based units, for any open space of water the boats don't have any routes to track on (okay there are a few waterways but not ideal and cannot be relied on for the role we are talking about). Sure they could travel 'direct' but that might mean they just drive through any other objects or landmass and act a bit like a helicopter. It would need a completely independent system to calculate water routes and I don't think the time spent would be justified in the return tbh.
Can't we just route to the edge of the lake? I mean at some point when the vehicle/boat leave the road they would deploy to the center of the lake right?
Well there is no route along the edge of a water source. The game is purely configured to follow roads and other access paths as defined by OpenStreetMaps. The land surrounding these roads is just a tile graphic so the game has no way of telling the difference between land and water as far as I know. All it wants to know is if there is a road there, if so it'll route there.
I'm sure something is possible but it just would be a huge amount of work essentially rewriting the routing system used in MissionChief.
I know what you mean, Jason. It would almost require a all new mapping system, definitely not something I am pushing too hard for right now, as it would take a lot of work.
I love the idea of a HART team being added, unfortunately the two counties in the uk that i am covering have no HART bases, I will have to make a fictional one if it ever comes
