Hi, I've built a small fire station at around 01:00 o'clock today's morning and now I can't refund it. It's been around 9 hours since I've built it and I know the game uses American time and I'm from Europe but still it's been only 9 hours?

Have you moved the first car. So yes, than you can't refund your building.
So it works in the dutch game. So I think it is in all versions. -
if you move vehicles or staff you won't be able to refund it

If you have deleted or moved the vehicle that the station came with you won’t be able to refund it. You need to re purchase the vehicle that came with the building and providing everything else is the same you should then be able to refund the station. It’s to stop people from being able to get free vehicles.

FIXED IT! Thanks a lot! I've sold the first vehicle when I bought it and then forgot to buy the same one, it worked!

You also can't refund them if you've added expansions. ^
