PoliceHelicopter has not enough personal (min. 1) or the given personal doesn't have the right qualification.

I've just recently dealt with this. Make sure you have all your staff trained in the Helicopter Pilot course in the Police Academy and have 3 on each Police Helicopter.

if you just bought it- then chances are the staff need police aviation training- ask your alliance for a class unless you have a police training center
