police transfer in US MC

I just found out that you cant transfer between regular police stations and police aviation stations in the US version, but apparently you can in the German version - this could be improved since you can train officers from regular stations for aviation. or delete the class, and when buying police heli the crew is already trained

This is actually related to https://board.missionchief.com/index.php/Thre…r-of-personnel/ aswell. The reason it happens is because the game code only checks for the same class of buildings, it doesn't check all departments with this personnel type.

i.e. If you're trying to transfer units to a police helipad, it'll only look for other police helipad, same with ambulance stations, fire stations, etc.
