How do I find the "Create Graphic Pack" Button?!?!?!

Okay, I think the only best advice I could recommend is speaking to a administrator about it. I think they might have a answer to your problem.

You have to be a certain rank in order to create graphic packs. I believe it's Fire Apparatus Operator (100k credits earned).
