Just had this message with the subject as "Offer" and am rather irritated by it. Can anyone confirm if this is against the game's TOS as I'd consider it unsolicited spam.

TOS section 8 part 4 says: 4 are of offensive, harassing or libellous nature. Since its harassment because its mutiple messages its against tos.
they are able to terminate his account in section 9 part 7

Alliance poaching and recruitment from other alliances is only against the rules of the forum, not the game, harassment would mean constant messaging.

This is on the rise again and should really have been sorted out by now by the game limiting what people out with an alliance can see.
As for claims its something all alliances have done, it isn't.
Poaching/messaging members of an alliance to transfer to others is not that great a move.
There are several ways to advertise alliances without the need to spam players inboxes. Keep to those ways let players decide if they want to look into moving.
