What are the purposes of the EMS mobile command and EMS Support and when will I use them

pretty much you need them when you get sometimes more than 10 patients on a mission

technically you dont need them. EMS chief is better option than mobile command in overall, if you combine ems chief vehicle with 2x EMS command personnel. Support unit is to support or how to say "extra hands". More people you send to mission, more quicker it will end.
At release it was needed to have EMS Command centre vehicle for over 25 patients, but couple days after release they changed to only needing 2x educated Ems command personnel instead.

The rundown is, if you have a mission that has either 20 or 25+ patients (I forget which) you will need two trained “EMS Command” personnel on scene. They can arrive in either the EMS chief or the dedicated EMS mobile command vehicle. The difference being is only the EMS Command vehicle has the option to transport patients off the scene with many cool features you can set to your liking.
The EMS Support as stated will just up the process of the mission.

WinWin Actually the settings are the same between EMS Chief Vehicle and the EMS Command. I was just looking at that and my EMS CHiefs have same options.

Only difference between EMS Chief and EMS mobile command unit is that Mobile Command needs 6 personnel ( 2educated+ 4 regular as minimum)
If you opt in for EMS Command unit, then you need to keep both vehicles in you ambulance, while I went with EMS Chief. It cuts costs to buy not needed vehicle + less to pay for 1 slot.
Those vehicles at the end is extra vehicles for more roleplay
