i do believe this is normal. only cos if you look at the unit requirement list such as fire in shopping centre, its an expansion on its own.

Some are random, but if you get it saying ("caused by "xxx") the mission will 100% spawn either before or after the smoke calls.

This is absolutely fine, spawning before or after the mission spawns.
No issue here as far as I'm concerned and glad to see the mission is still working as I intended 😊
