The fire investigator is a Fire Investigator + Patrol a car and the prevention unit is just a investigator

Yes I am the reason the investiagtor dose is because they act as a investiagotr and police, si they need the law enforcement training.

also, they can really only make an arrest for specific laws broken ( ie arson), and in some areas they are not allowed to carry sidearms
