Oh it needs 3 staff with crtical care, and what actually happened in the HEMS overhual
i think the only difference is that you need 3 staff in the heli and they need to be trained in CC

HEMS needs a minimum of 3 and a maximum of 5.
The HEMS requirement from missions is now gone. The critical care requirement is now there instead and this can be accomplished either by a HEMS aircraft, or a critical care trained car. HEMS will now only transport C-1 patients

If you've confirmed the crew is 3 minimum, CC trained and it still won't lift, contact support through the app and report it there.

Max sure to set the max as 3 as the game registers it as 1 still for some reason
