AAR dispatch fixes

Or have them respond as both like the join response unit o mcuk

For Fire Investigators (although not ideal) - you can set them up as their own custom AAR category and disable the built-in ones to stop them from dispatching under patrol cars (which is extremely annoying - they aren't police vehicles by any means).

Or use a fire prevention unit (both act as a fire investigator) just this one dosent act as police

Agreed but given the devs have setup the course as "Law Enforcement for Arson Investigation" instead of just "Arson Investigation" it appears for whatever reason they view them as law enforcement despite the fact that almost all Fire Investigators in the US have no actual arrest power.

This unit jn game is intended to be more of a fire marshal with the prevention unit beibg a normal investigation unit

I'd be good with having them respond to both, but they need to fix the Premium Feature for EMS Auto-Standdown, which causes vehicles to leave when no patients are remaining even if they are there for another purpose.
