New Cargo Plane Fire with oil leak mission spawns without foam extension

I am assuming this must be a bug or oversight because it's a new mission. But the recently added cargo plane fire with oil leak and the same with a large cargo plane both require large amounts of foam (4000 and 5500 gallons respectively) but are able to spawn without the foam extension. The cargo plane fire missions excluding the oil leak require foam extensions before spawning. It's weird and hopefully unintentional that the more difficult version of the mission can spawn when you don't have the requirements for the easier version of it.
