I think he is talking about CAFS or around the pump proportioners. Where the unit has anywhere from a 5-10 gallon foam cell. Which all f the engines in the game have. The "Foam Tenders" in the game have 2500 gallons of foam, it does not say they carry water but they also only have a max of 3 people. He seems to want a fully staffed unit with more than 3 that is just a foam unit
