Setting up alliance Funds?

it discounts alliance trainings so if for example you charge a course 500 per staff per day and they have a 100% discount it will be free and with 50 % it will cost 250 per staff per day

edit: Its used for in some alliances like if some contruibutes 10% then they get 100% discount or 2% get 20% etc

also discounts on using alliance buildings ( Hospitals and prisons)
