Allow hems to treat without a ambulance

We have tried this many times. For some reason the devs don't seem to want to allow it because "that's not how the Germans do it." I believe it was raised again when the crew limit was upped as well, but with no success.

I know this is the UK version but if he is talking about just allowing it to transport on calls, they have allowed it in the US. A HEMS can be used and will transport in the US, so why not in others?

Suggestion has been made, we've tried it before and we will put it forward again but not right now due to the battle for Ambulance stand down fix and other pending updates the community is waiting on.
