I think be able to add 1 jail cell in the small police stations would be a game changer. Since IRL even if the department doesn't have jail cells they'd at least have a holding cell. It could take the place of being able to upgrade to with game warden or boats. It would also be a lot more convenient for starter players as they wouldn't have to build massive stations or jails.
