Is anyone else experiencing an issue where Expansion times only clock when logged in, unlike training that persists even when you are logged out?

Edit: I'm experiencing this with a Ambulance extension to a fire station. My hospital expansions work as intended.

If you reload the mobile app, or do anything that takes away from the main screens, the radio traffic resets.
