Mine is only transporting 1 and still says I need to transport more even though I have units on scene that can. Now I am getting units stuck on the call after it clears so I have to go to the unit it self and clear them

Does anyone know how to man this unit Tactical Rescue Truck with Boat

I have tried manning it with

2 Tactical and 2 Swat members

4 Tactical members

4 Swat members

also have tried everyway with swift water

I always get the same message as follows - not enough personal (min. 2) or the given personal doesn't have the right qualification.

I have 60 Stations all with the same disp center but only 1 station with the flood specialization

I have one station with the Water Damage and Flood Specialization active the problem I'm having is the mission I am getting are only spawning across the map for this station to where it takes my units almost 30 to 45 mins to get there any way to fix this? I have already set the Mission spawn area radius to 5km on all 5 tabs.

I upgraded a station to have Energy Generator Equipment & Light Tower Equipment I assigned them to a unit but I can't dispatch them since they are not in the Alarm and Response Regulations the only one that is listed is the Flood Equipment does anyone know a way around this?
