I just tested my JRU, it works fine.

Dispatched and 3 persons automatically assigned.

It will not specify who is who in the vehicle.

The thing is it wont let me assign them. I just tested, I despatched an JRU from the ambulance station, only people in it, is a para, no police.

Happened again. Got screenshots. The trailer is pixking up a phantom patient. This time I avoided the cancel button like the plague.

You don't need to assign specific Police officers.

The unit just takes the staff from whichever station it is based in.
