The Wildland addition to the game was really great. Expanding to stand-alone Wildland/Forestry stations makes sense because, in many areas of the US, there are no structures or types of missions normally assigned to a firehouse (with or without the Forestry Expansion). I'm completely in agreement with this.

You will need to build a police school, or join an alliance that has schools already built and ask for a course to be started.
