There should definitely be a EMS Training Academy.
The Police Helicopter requires training and has a crew of 3 people.
But for a medevac there is no training and a crew of 1. Training for flight medics should be required.

You can check your mission speed settings. May need to speed it up.

I have noticed that after a unit is double dispatched the only way to cancel them from the second call is to cancel the unit completely off both calls. Even hitting the cancel all units button on the call does not cancel double dispatched units.
It would be nice to have the ability to cancel the units without having to cancel them off the original calls then re dispatching them

I tried to create a profile using the dispatch center as the station and it says there are no units. Since all your stations can be assigned to the dispatch center it would pick the closest units to respond.
