I think you should allow for more animation frames so that during response the vehicles can look better.
I.E: Animation Frame 1 - No Lights, Animation Frame 2 - Left Side Lightbar Lit, Animation Frame 3 - Right Side Lightbar Lit
The maker of the graphic pack should also be able to decide how quick it changes between each frame, or possibly allow the user to decide.
