Prisoners not releasing from PD.

I have had the same person "Heather" jailed in the one station where i've placed a cell for days now. The menu reports they will clear out one per hour. This is not working.

"There are currently 1 prisoners in your jail. Your jail can accept a maximum of 1 prisoners.

A prisoner will automatically be released every hour."

I last transported someone to jail several days ago, noticing that several future requests for transports several hours later showed red. It would be different if I kept sending people to the jail. This person is just never leaving. I have not played since posting this topic until now and just returned and she is still in jail.
