Airport Extension not allowing purchase of vehicles

Any idea what's going on? Purchased both upgrades, won't let me buy any Airport Ops vehicles.

Small police stations can only have one extension - Airport Policing OR Airport Operations.

Had you build the Ops expansion you would be able to buy the Ops Supervisor, Ops Vehicle & Trailer but *not* not Armed Cell Van
