Ambulances drive faster than RRVs

As per subject.

Ambulances drive slightly faster than RRVs seemingly on all roads except small C-roads.

It would be simple and nicer if RRVs were faster and arrived on scene before the trucks enroute to back them up, as a FRU-network would work IRL.
