So what is the maximum number of Hems you can have per base?

Hi, it dosent give you 6 slots for HEMS the 5 it gives you goes to hems rrvs or you can have them as on call doctors, when you expand the base ypu get a extra helicopter (the 7th slot)
There are 2 seperate Stations. One only allows me to add 2 Hems, the other only allows me to add 1. Yet I have staff to cover more. Why won't the second Station allow me to add another Hems?

I have a question about the Medical Helicopter Stations. I have 2 MHS with 7 vehicle spaces in each. I have spare staff who are fully qualified in Critical Care yet I can't add more than 2 HEMS in one and only a single HEMS in the other. Any idea why this is?
