Issues with lights are going to fall under the responsibility of the graphic pack designer. Since you make your own, I would recommend getting in contact with another designer to see if they experienced the same problem and find out how they fixed it.

What i do is back alarm them and dispatch them again. I do this often and it works.

This problem has been brought up before. There is a delay setting....... that could be the cause of your units not leaving right away as mike said. I am currently looking into this issue again to see what can be done.

I do not know how long the process is to rename calls or add them. The decision to add calls is not mine.

I Actually thought about this myself. I don't know if that is something that we can do. I do know that we can reword the calls.
