Some times you have to go back and check to see if your staff is in the cars, I have had issues before when there was noone in the car and it wouldn't respond. However, You may want to try to keep track of this by Checking your vehicles in the Dispatch Center and see if anyone is missing in your vehicles. Then Reassign them to the cars if they are still there in the station
