Seem to have the same problem, Coast guard, and Life Guard Stations. I have a couple of missions for small coastal boats, but cant buy one anywhere.

In my coast guard station, I expanded the station to purchase new vehicles, but the vehicles show unavailable.

as JRKPirna stated, not so much cost/benefit - but more for realism - for example - my area doesnt have a HazMat truck, but does have some trailers that carry the equipment
