I've started an alliance for me and a few friends. They can see all of their personal/stations as well as everyone else's. I, however, can't see anyone's but mine. As far as I know, there isn't a setting for this.
Alliance Owner not able to see any alliance members vehicle/stations/etc.

Regarding vehicles, you won't be able to see them or the calls they are going to UNLESS it is a shared or alliance call.
